can no restore Language bar

Default can no restore Language bar

Win XP HOME ED. SP2

Afer I turned off(close) the Language bar, I can no restore it in my
taskbar.

I tried the following from microsoft description:

To Show the Language Bar
To show the Language bar (using Classic view in Control Panel):

1. Click Start, click Control Panel, and then double-click Regional and
Language Options.
2. On the Languages tab, under Text services and input languages, click
Details.
3. Under Preferences, click Language Bar.
4. Select the Show the Language bar on the desktop check box.

Problem is that Language Bar button (in Preferences) is inactive. How to
restore language bar in taskbar???

WINDOWS BUG?? I AM AMAZED, HOW UNSTABLE AND BUGGY IS WINDOWS XP! I USE WIN
XP ON NEW PC AND AT HAVE GOR PROBLEMS AT ONCE.. NEED HELP

Why are you shouting? If you are nervous about editing the registry
yourself, use Kelly's fix. It makes the necessary changes for you. On
good, compatible hardware with good, compatible third-party software
installed and on a computer that is kept malware-free, XP is extremely
stable. If you had problems at once, then something is wrong with your
computer, either hardware or software-related. Since you haven't told
us anything about your computer or the problems, we can't help you with
that.

If you'd like help with the problems you've been having, give a full
description of your computer, how XP was installed (preinstalled, OEM,
etc.), if the computer is 100% malware-free (and how you know that),
and the problems you are encountering (including the text of any error
