Default XP Very Slow when browsing

My HP 7935 is reacting very slowly to EVERYTHING! When I

active the task manager, it reflects the PC is utilizing
100% of the CPU. I have re-prioritized the applications,
and increased the virtual memory. When I click on the tab
that says "processes", it indicates that the "task manager
is fluctuating rapidly as to the amount of CPU usage, and
that it may be causing the problem. This happened after
an upgrade. If you find out what the problem is, please
repost an answer.
