My DSL connection during downloading is very slow at
about 36 Kbps (should be around 1000+Kbps?).

During a diagnostics session with Earthlink I was
referred to my system vendor because I could not complete
the following: Click on StartRun - type: winipcfg (or
winip cfg)Result was Windows could not find winipcfg (nor
winip cfg.

Is my Windows XP Pro CD missing winipcfg or is it not
available? What can I do?

At a loss.

The reason that you can't find winipcfg is because it doesn't exist in NT
based systems. Try typing ipconfig into a command prompt ("DOS box").
StartRunCmd - type ipconfig

The winipcfg as Mark says isn't available in XP. If you prefer a GUI
interface, you can download Wntipcfg that is part of the Windows 2000
Resource kit and will work on Windows XP. It is very similar to the winipcfg
that Windows 98 uses. For more details, see the following link.
