Default Windows can't find/won't open any programs

It runs in Safe Mode. I've run virus software, spyware software, cleaned
registries, had Microsoft scan the computer and "fix" problems. I've tried
the EXE fixes from Doug Knox and Kelly's Corner. Nothing has worked so far.

Try right clicking the task bar,task mgr,what all is running..Try opening
event viewer,see what the OS says about it..Maybe create a new user,open
xp in new,see if it all works,if so the old user account is
corrupted,delete it.
