Default xp home internet problem

I'm runnng xp home. Up till now I was the only user set
up as administrator. No problems.

I added a limited account. When I sign in under the
limited account and try to launch IE the program
freezes. It never attempts to auto-dial and does not
display anything other than a white page. When I try to
close the window, a dialog says the program has stopped
responding.

How can I make the limited account access the internet?
