Default How to reset Windows permissions

Is there a procedure, a utility, perhaps a built-in command that will
reset all Windows system file and directory permissions to their default
values?

I'm asking because I've seen some strange behavior recently on one of
two Win 10 systems I use. I have a Creative Cloud subscription. There is
an app that oversees everything - updates individual apps, for example,
and offers links to Adobe fonts, stock images, etc. All is well -except-
that the Creative Cloud app itself fails its own updates with an error
code that indicates improper permissions - doesn't tell me which ones,
just that something's wrong. I've seen some other strange behavior which
I could attribute to permissions problems too. I've found lots of Google
info on how to set permissions for my own stuff, but not for Windows'
own files & directories

to download the SubInACL Tool. It will work in Win10 according to other
posts I've read but I've not used it myself.

There are probably other tools that are a bit more friendly to use but this
is a Microsoft tool... so it should work - right...;-)
