You must be on dial-up to Fax which uses your phone. You can use

Hello Ed,
The FAX machine your wanting to send a FAX to is using a phone line for FAX transmission. If you have a modem in your PC, even though you don't use it for the internet, you can use it to send your faxes. If so, hook your phone line to your modem and use the FAX Wizard to setup the Fax application to use the installed modem. If you don't have a modem installed, you can probably get one (Data/Fax Modem) for $20-40 bucks. Hope this helps!
