Default Taskbar colors change after restart.

Running Windows XP SP2. Have set everything in Display Properties for
'Windows Classic style',' Windows Standard', etc.. Click Apply/ OK, colors
and display changes to the options I checked. But then when I later restart
the computer the colors and theme change back to the default XP colors and
theme. Why???
