Local Security Policy module won't load

Default Local Security Policy module won't load

I get a error message which says "snap in failed to
initialize" when I try to access this module.

Is there a fix for this short of complete XP reinstall?

Can you run other mmc consoles ? Like compmgmt.msc ?
Which version is this, Home or Pro ?
