Default Can't access my system restore

I tried to access the system restore feature on my laptop to rollback to an
earlier date...but when I try a screen pops up telling me that an error
ocurred and it won't start.
Can someone assist me in repairing my system?
2.4ghz... 1gb ram... windows xp home

Hi,

Log on to your computer with an administrator account or with an account that
has administrator credentials.
In Normal Mode or Safe Mode type or paste the following command in the Start -
Run box then press Enter.

%systemroot%\system32\restore\rstrui.exe
