Default Mouse defaults

For some reason, every time I shut off the computer, it wont "remember" the
way that I have the mouse set up. What can I do to fix this? I never used to
have this problem, but after having the local "computer guy" work on it, I
now have to go in each time and set up the scroll bar on the mouse (it's a
laptop).
