smtp server does not shown in iis 5.1

Hi,

i am using windows xp Prof SP3 joined in the domain. i have a problem
in iis manager. that is smtp server does not shown in iis snap-in in the
domain user account but it shows in the loacl administrator account.
Actually what is the problem. Please advice me what to do.....
