Default System restore big problem

Been doing searches on this and nothing has helped so far. I installed the
new AVG antivirus and for some reason now I might have got a virus but now
there is no restore tab in system properties and I get a could not start
access denied error 5. There is no system restore. I can't even install an
antivirus program, I'm going to to avast right now because trying the avg
again gets an error.

You likely don't want to use "System Restore" when a virus is concerned
anyway.

Get MalwareBytes and SuperAntiSpyware - perform a full scan with those (if
you have to - in safe mode.)
See if you can uninstall your AV software in Safe Mode.

Somehow I fixed it. I deleted the system information folders, rebooted, and
the restore tab was back and the ability to use restore came back. I still
can't install the AVG antivirus but I managed to install another one.
