safe to remove hardware

when i attach hardware to my USB port (digital camera) up
until a week ago when i attached my digital camera i had
a screen come up asking what i would like to do (upload
pictures etc) however i no longer get that message, nor
do i have the option to safely remove hardware in the
notification area. this is a real problem for me. i am
also having trouble uploading my pictures.... help
