changes it for some users, is the Taskbar Settings : Hide and/or Always

It falling behind the Taskbar after a length of time does happen, which

Kelly,

I guess I have a unique instance then, because rebooting didn't correct
anything. Checking and unchecking the boxes in the taskbar settings didn't
fix anything either. It wasn't till I went in to tweakui and checked and
unchecked a box in there that things got back to normal. Either way, I'm all
set now.

It falling behind the Taskbar after a length of time does happen, which

a
logoff or reboot corrects. Not, that this should be deemed necessary of

As for not being able to rid of Balloon Tips, that setting via TweakUI
