Hibernate doesn't switch off my PC

Default Hibernate doesn't switch off my PC

XP Sp3 pro. When it hibernates, it switches off the display and mouse
(because I see no more light inside mouse), but the PC is still on. If I
press power button, it instantly switches off, if I press power button again,
it starts up as if it was not hibernated!

The hybrid sleep feature and the hibernation feature in Windows Vista may
become unavailable after you use the Disk Cleanup Tool :

It;s XP and I dont use that tool.
