Does big spinning circle (not MS) mean bad internet connection?

Default Does big spinning circle (not MS) mean bad internet connection?

I have tried to pay my rent online, and it says my identity is
confirmed and the next screen should say that the money has been paid.

But instead I get a blue circle (not the MS circle) going round and
rount for 10 minutes now.

At the same time I have Anvir, which among other things will monitor
the dowload speed and it gives readings as low as 19 bytes/second.
Not KB but B. Sometimes it goes up to 10KB, eveb though I'm doing
nothing else online.

Does this mean there is something wrong with my landlady's router or
internet connection?

She has a repeater, bought by mistake and now used either for testing,
because she can't return it, or because she is having trouble too,
that when in the same room as the router displays nice lights, but
half-way between the router and her computer (2 rooms farther from the
router), sometimes the red light goes on that means "No good signal",
and someteimes the blue or white light goes on and that's a bad color
too. (maybe it means signal not being relayed) Does this mean there
is something wrong with her internet connection?

My xp laptop however is only 15 feet from the router, though one wall,
and it's having the problem above.

A script is not completing (your link is down, badly written
script, trying to load unavailable third party site, antivirus is
blocking malicious script, redirecting to a site with a bad cert etc).
OTOH, you get a 10 for patience. One point for every minute
you sat there and watched it.
I'd phone them up to confirm that they received the payment,
and if not, ask for an alternative method.

Try running the speed test to your ISP's server (they usually have
one). That will eliminate problems with a 3d party site. My guess is
you really do have a bad connection. Then you have to figure out where
the bottle neck is.
I had to fight with my DSL provider for a while before they finally
found their issue. They gave me 2 routers that did not fix anything.

The landlady is short of money, which is why she's renting this room.
she bought the repeater because she knew she had bad service, or bad
service in my room, and it turns out it didn't help (moving the
router much closer to my room did help) but then she didn't return the
repeater in time so she's out a chunk of money. (Things are more
expensive here than in the US)

She also bought a sofa-bed, I think so she could rent the room, not
the kind with all the springs and hinges, but with a ltitle bit of
hinges. Maybe she bought that to rent the room too. She paid $1600
for it, when she's only rented the room for 2 1/2 months, total $2200,
so she's spent most of the money she's getting from me, and the
sofa-bed rams some wood framing into my hip when I sleep on my side,
which I do a lot. So it looks like I'll be carting the mattress f
rom another bed to put on top of this. What a tale of woe.

And she hasn't started trying to rent the room for after I leave.
And I reminded her and she said, Just because you're okay, how do I
know the next guy will be. I said Ask for references. She said she'd
be embarrassed. I said there is nothing wrong with asking for
references and she said, No there's not, but I'd be embarrassed.

She has a tale of woe about her last car too. Does woe happen to some
people more than others because of the people, or is it just random
and she's on a bad streak?
