No boot

My sister has an Acer Aspire T135 that won't boot. When powered on, there is
what sounds like one long beep and two shorts, however, I can't find any
Phoenix codes that match that pattern. Right after the one long and two
shorts, there is a fast ticking sound with a high-pitched whine which
continues until the machine shuts itself down or is powered down. The PS fan
is on when the power is on, but the CPU fan doesn't move. Would I be
justified in assuming that it is the CPU fan that needs to be replaced, or
should I be looking at something else?

I'm back. I disconnected the hard drive and still got the rapid clicking and
high-pitched sound. I then disconnected the DVD writer and still got the
clicking and high-pitched noise. When the machine is powered up, the power
supply fan works, but the CPU fan doesn't move. Would you suspect a power
supply problem?

Is the fan opn the Power Supply working?

Man - I would have bet money on a HDD failure. ;-)

At least if you can remove the hard drive, you can buy a $20-$20 adapter
and hook it up to USB and copy data off it for now.

Can you listen closely and pinpoint where on the remaining parts of the
system the sound is coming from?
