Default IE 7 will still not start have checked and reset the IE 7

I am running Windows XP SP3 on a work station. We recently chnaged to a new
domain. When launching Explorer 7 for the first time when the user
autheticates and the profile is setup once we try to launch the internet, it
is automatically trying to open: http://runonce.msn.com/runonce3.aspx so that
it can setup required setting for Explorer 7, however this never launches and
its a blank screen and it never times out. It just shows the hour glass as
if it is trying to launch.
The PC has internet connection and the IP is good. Once the administrator
logs in to the machine, Internet works fine!!! although when the
administrator launches the Explorer and the Explorere 7 Welcome page appears,
any kind of setting is not set and gets the Settings were not able to be
saved successfully, but you can pass that and explicitly put a URL address
and launch. Any ideas ??

It works if I start IE 7 with no-add-ons, but then you can not run active X
which is almost a requirement on most of the web sites these days. So I reset
the IE 7 as recommended and it still does exactly the same. IE 7 still won't
launch unless through no-add-ons. On any other PC, this user profile works
fine and IE 7 launches just fine. Any ideas would certainly be appreciated!!!
