XP users cannot connect to printers

Default XP users cannot connect to printers

XP SP2 users cannot connect to printers. They receive the following
error message, which at first led me to believe the issue was with the
Point and Print GPO:

"A policy is in effect on your computer which prevents you from
connecting to this print queue. Please contact your system
administrator."

-Print server W2K3 SP1 is in the same domain, also a DC.
-Point and Print GPO is disabled at the domain level and enforced (no
override).
-No policies at site level.
-RSoP shows Point and Print GPO as being disabled on the XP
workstation.

I also checked the "Load and Unload Drivers" and "Devices: prevent
users from installing printer drivers" GPOs and they appear fine.

Any help would be appreciated.

Does this happen for all (any) printer or only for a certain make and model?

I believe all of our printers are HPs. The problem seems to be
happening with all of the models of printers and plotters. I'll check
today though. I have a test XP SP2 station set up.

Also, if an administrator adds a printer and then a user logs in, they
can then add that same printer. So, it does sounds like a Point and
Print GPO issue, but this GPO is definitely disabled.

Default XP users cannot connect to printers

When we rolled out XP several years ago, we pushed printers using rundll32
PrintUI technique (see
http://members.shaw.ca/bsanders/NetPrinterAllUsers.htm). We discovered that
at least one driver would not install properly until an administrator logged
on to complete the installation. Usually, we did that remotly using Remote
Desktop Connection.

I don't recall which model or driver, but is was an HP LaserJet of some
kind.
