Cant change folder attributes

Default Cant change folder attributes

I'm really loosing it... aparantly every time i create a
folder it is read-only... and everytime i change it from
read only it stays read only... and all the folders that
are already read only i cant change from read only... any
body know how to fix this??? please help me.

That was the first thing i tried. When in command line
it will "unselect" all the attributes although the folder
is still "read-only" normally not a problem it is
preventing 13 network users from saving files to one
computer. The weird thing is every folder on the
computer is "read-only".
