Default Cannot print multiple copies

Am supporting 2 installation sites, both installed with WindowsXP and HP
printers. From a 3rd party vendor software product, one site can print
multiple copies of a document (controlled from the 3rd party software), and
the other cannot. The site that cannot print multiple copies can set the
copy count to 1 from other apps and get the desired number of copies. Any
ideas?
