Default Windows Messenger sip account missing

Help,

I have a sony vaio and installed windows messenger 5.1.
All other installs on various machines have the sip account information, but
the vaio doesn't.

The group policy does not stop sip communications.

I have tried registering the various files using the run command.
Nothing seems to work.
I am at my wits end.......any ideas?
