Default Windows Desktop Themes

Themes do not seem to work properly on my computer with
Windows XP. Whenever I select a new theme, the only
thing that changes are the icons (and perhaps sounds),
but the fonts, colors, wallpaper, etc.. do not change..
they're the same for every theme. Has anyone had a
similar problem or know how to fix it? Thanks.
