go to start - run, regedit and open HKEY_CURRENT_USER/... and
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\policies\system
Is there a DisableTaskMan entry there?, and if yes, set it to zero
