Default Home editon : remove password option breaks if using net.exe

After executing net user, to set allowed logon times, the "remove password"
button no longer works at all.
The account type can be successfully changed in the control panel, but not
the password required option, it looks like the setting is not getting saved.

This looks like a bug when using control panel and "net user" together on
Home Edition. Clearing login times did not help, the net user myname
/passswordrequired:no option is the only way to configure things now unless I
nuke the account it seems.
