ICS options missing from network properties

I don't understand why my ICS options aren't available. I only see the ICF
option from the Advanced tab. How do I turn on this option? I want to
share the Internet connection from laptop(1) to laptop(2) and desktop(1).
The sharing laptop(1) has a network card and I will be sharing a dialup
connection from Verizon through its modem. Will the ICS settings appear
after I create the Verizon dialup connection from laptop(1)? The two other
computers will share the connection through a LAN switch. Is this
acceptable?

You can setup ICS only after you have 2 connections: one incoming internet, the
other outgoing to LAN with other computers. So you have the right idea.
Assuming that Verizon's dialup client is ICS compatible.

You're on the right track.
1) Setup dialup connection on ICS server.
2) Setup LAN connection on ICS server.
3) Connect server to switch.
4) Enable ICS on server.
5) Connect ICS clients to switch.
6) Setup ICS clients, using DHCP from ICS.

The ICS option only appears when all of these are true:

1. There are at least two enabled, connected network connections: one
for the Internet, and one or more for the LAN.

2. The Internet Connection Firewall is disabled on the LAN
connection(s).

3. The Internet connection isn't bridged.

To check:

1. Open the Network Connections folder.

2. If there's a Network Bridge, right click and delete it.

3. If the local area network connection is firewalled, disable ICF on
that connection. Keep ICF enabled on the dial-up connection to
protect your computers from Internet hackers.

4. Physically connect the local area network connection to another
computer, hub, or switch.
