advertisement?

Possibly, but removing KB3139929 does not remove the add when I go to
msn.com

Nope, the MSN notice when using IE to access the msn.com url is not from
KB3146449.
- The notice seen on msn.com is the 4th type of info for Win10, with
the first starting in Aug. 2015.

The MSn.com notice has been around for sometime - currently showing the
4th version, nor is it specific to opening a new tab.

Given the context -- indicating that advertising Windows 10 is a

Wouldn't be first or last time that MSFT wrote something in a KB article
that wasn't accurate or included a feature that was actually enabled.

When you see that notice in a new tab using IE11 on Win7 or Win8x, not
the MSN.com notice that is not IE unique on 7/8x then belief might have
more credibility.

Until then, this issue is just a bunch of echoes claiming something
without proof.

Like you, I'd really like to see that notice in IE11 on a new tab...when
we do, it will be true, until that occurs the echo chamber effect remains.
