Why is SP2 so big? It doesn't do much

Since SP-2 includes all the Critical Updates included with SP-1, there is no need to include updates or SP-1 with SP-2. Windows XP with SP-2 easily fits on one CD. Maybe so, but that's still only the OS. It doesn't include a full office suite like Open Office, plus hundreds (thousands? of additional applications, utilities, compilers, games, etc. including GIMP.
