System restore exe. won't open

When I click on the system restore application, nothing happens. No system
restore application interface, not anything. Even when I click on the
rstrui.exe application in System32\Restore folder, nothing happens.
This problem is *not* a recent event for me. I bought this machine a
little over a year ago, and the first time that I *ever* tried to run System
Restore at all on this computer was approximately 6 months ago. That's when I
found out that it doesn't work. This is my first serious attempt at finding
out what is going on.
I have looked in the services to make sure the system restore service is
started (and it is).
I ran srdiag.exe, but I don't know what to look for in all those text
files.
Also, after learning here how to gain access to the System Volume
Information folder, I see there is a folder in System Volume Information
listed as _restore{BC9F3C70-F33F-48FB-93C7-198E1A9B1607} and it has 7 folders
listed as RP15, RP16, etc. I am assuming they are the restore points which
would mean at least it is creating restore points.
So that is what I've got. Any Ideas as to what the Hell is going on?

If the System Restore wizard will not start at all then rstrui.exe or
one of it's components is most likely corrupt. This would require
System Restore to be reinstalled. The down side to this is, all
existing restore points will be purged.

Not to sound stupid or anything, but why can't the restoration points
files be copied and saved somewhere else on (or off) of the computer, and
therefore be able to put them back into the proper folder after reinstalling
System Restore?

Hi Kelly,

This is a very good question and I will do my best to answer it!

By designed and under normal conditions System Restore will
automatically create a new restore point every 24 hours. When the
allotted disk space is reached, the oldest restore point will be
purged on a first in first out (FIFO) basis. Each one of these restore
points are chained (or linked) together with previous restore points.
When you choose a restore point, all previous restore point are
required to complete the restore. This reduces the amount of disk
space needed to hold restore points and increased performance. While
all of this is going on, a log is being created or updated that tracks
the consistency between the files System Restore is monitoring, in
real time, and the files that are actually backed up. If the log finds
an inconsistency between these files, restore point corruption will
occur. In turn this causes the chain to become broken and any prior
restore points to become useless, thus causing System Restore to fail
at a restore. At this point all restore points would have to be purged
to correct the corruption. So you can see, backing up and restoring
restore points would cause an inconsistency in the restore log thus
causing corruption and the loss of all restore points.

Note: Any changes made within the System Volume Information folder
(where System Restore stores restore information) will almost
certainly cause the same corruption.
