Default How to Disable a certain driver to auto install

We have distributed a corrupte printer driver PCL 6 to all our 40.000
workstations and servers.
We created an new script to delete the drivers (pcl5e and PCL6) reinstalls
the PCL 5e and reconfigure the printers connected to that server /
workstation with the appropriate driver PCL 5e

But we have now 2 issues
1 when a new printer is added he want to try to install the PCL6 automatic.
and ask for the disk with the files for the pcl6 driver. how can i change
that so windows will install / choose the pcl 5e driver

2. I only change the local printers. so when a client restarts his spooler
it reloads his mapped network printers and receives the PCL 6 again from a
different client which is not updated yet. how can i block this feature for
this driver.
