How do I Show Text Icon Labels on my new 8.1 Tablet ?

Default How do I Show Text Icon Labels on my new 8.1 Tablet ?

I am struggling with my new Windows 8.1 Tablet. On my old PC Outlook
Express and Internet Explorer have the options to show text labels.
This Tablet has mystical Icons with no text and I have been unable to
find how to display any text instead of the Icons.
I do see that if I connect a mouse and hover it sometimes text is
shown.
I would be very grateful if someone could show me the way.

Some sort of "Balloon Help" feature ? Is that
what you're looking for ? That's when you hold
your mouse cursor over something in the interface,
and a little label pops up over top of the screen
with the text corresponding to the icon function.

thank you, no, because it is touch screen I would like a simple text
label but really I would prefer no Icons at all, just text, these
Icons don't mean much to me, I don't see them as conveying their
actual meaning.
It is only a drop down box option for Outlook Express and Internet
Explorer in XP so I would hope for similar in 8.1 but am unable to
find the option.

What program are you seeing these icons ?

If not a application program and just Windows 8.1 where might you be
referring (e.g. File Explorer, Control Panel, Start Screen)

Can you provide some examples what these icons show ?
