....every time I use Windows Update. It is ...

.... I sometimes let the installed file get overwritten and get told it is
installed and sure enough is but Update always offers it to me...um, I am
using Windows XP Professional 64 Bit Edition SP2 with all updates installed
and updated drivers.

It won't install because it can't find the original source (being the
Powerpoint viewer files).
Suggest you remove the same via Add/Remove (Powerpoint viewer) and then just
download the most recent viewer from MS.

If you really want only the 2003 viewer, then you'll still have to uninstall
it, then reinstall it (keeping the installation filess) and then install the
update.
