Default Two monitors

When you have two monitors how do you set which windows pop up where?

It doesn't always seem to be in the last place you used that app windows.

Some Microsoft apps like Device Management will always open in the same
spot and in the same size, no matter where you move it to or resize it
before closing.
I finally got Macrim Reflect to stop opening is full screen mode, even
though I never use it that way. Other than those two, all my windows re-
open wherever they were when they were closed, and at the size they were
then.
The only real problems I have had were when for one reason or another my
system reverted to only using the main window. Then all my programs would
open ok, but if they had been on the second monitor I would have to use the
move option from the upper left corner of the window to move them onto my
only screen.

I have two monitors on Windows 10 (and earlier) with a Nvidia GeForce
GTX 1070 and I have never had that problem.

This *may* work
open the programme as usual and place it where you want it. Now hold
Shift while you close it
it should open the same way you closed it.
or not.. Windows is funny that way.
