"Language Bar" greyed out

Default "Language Bar" greyed out

My language bar button is greyed out and I can't make it active. The
button is located in:

Control Panel/Regional and Language/Languages/Details /Settings

What happened is that I use both Japanese and English and I need to
have the language option button in the task bar at the bottom of the
screen. It seems like I deleted something from system when i was
trying to get rid of spywares and ever since my language var
disapeared...

I researched evrywhere in Google and the closest help I got was to
change a setting in "Advanced: tab. So I went to:

Control Panel/Regional and Language/Languages/Details /Advanced

and unclicked the "Turn off advanced text services" (supposely this
needs to be unchecked to use the language bar). BUT no matter how many
times i unchecked it and restarted the computer it always come back on
and I just can't turn it on.

Does anyone have any idea?? I called Dell and was on the phone whole
morning, but they couldn't fix it either.

Hi,
Do you have windows sp1 or sp2 installed?

There is work arounf and a hotfix available for this issue in case you have
not installed any service packs..

Here is the article.
After you turn off the Language bar in Windows XP, you cannot turn it back
on

In windows xp , you may go to regional & Language options and on language
tab, click details and in the preferences settings click language bar. Here
you can uncheck show language bar and show additional languag bar options.

I have exactly the same problem ... whatever I uncheck the 'turn off advanced
text service button' in Control Panel/Regional and Language/Languages/Details
/Advanced it keep back to on systematically so that the 'language bar
setting' is always grey and unaccessible.
And I couldnt find anyhotfix.
I have all the most recent updates of Window XP installed.

I found the solution in another forum.
You just have to download this

if NortonAV blocks it, then choose 'allow script' option then go to control
Panel to turn On Advanced Text Service, then you have again access to the
language toolbar
