As you said, because 9 is negative in German, microsoft called it 8.1.
After windows 7 (6.1), microsoft made small changes to their operating system.
So, after 6.1, came 6.2 (w8), then 6.3 (should be 9) and finally we will have
6.4 or Windows 10.

6.3 is 8.1 ([Version 6.3.9600])

http://msdn.microsoft.com/en-us/libr...(v=vs.85).aspx

8.1 version increment is consistent with the same increment that
occurred for Server 2008 and 2012 when they changed to the R2 specifier.

That's ridiculous. "Nine" in German is "neun". The digit 9 means the
same thing in German as in English. The German word for "No" is "Nein"
pronounced the same way as the English "Nine". No chance of mistaking
the version number for the word "No".
