It's just a bundle of non-security updates.

Yeah, no cumulative update pack simply named "Service Pack 2". Instead
we users get to call it something like:

Windows 7 Cumulative Security & Non-Security Update Rollup 2016 April

with the monthly rollups named something like:

Windows 7 Monthly Non-Security Update Rollup year month

along with noting the caveats:

Requires using Internet Explorer with ActiveX enabled to install
latest Microsoft Update AX control.
and
Service Pack 1 required to install the cumulative update rollup.
All prior rollups required to install the latest monthly rollup.

Hopefully these turn out to be the convenience that Microsoft claims.
There has been a service pack that was not cumulative across all prior
service packs; that is, you had to already be at a minimum service pack
level before you could install the next one. WinXP SP3 required WinXP
SP1 already be available. SP3 was a rollup from SP1 yet Microsoft still
called it a service pack.

According to the above article, "Microsoft isn't planning to ship the
rollup over Windows Update". Microsoft's blog says, "wonąt even be
offered via Windows Update". So you'll only know about the cumulative
or monthly rollups through other sources than the WU client; i.e.,
you'll have to somehow hear about them.

Maybe if users choose to use their own service pack naming then:

Windows 7 Cumulative Security & Non-Security Update Rollup 2016 April
becomes
Windows 7 Service Pack 2

and

Windows 7 Monthly Non-Security Update Rollup year month
becomes
Windows 7 Service Pack 2a

and

Windows 7 Monthly Non-Security Update Rollup year month
becomes
Windows 7 Service Pack 2b

and

Windows 7 Cumulative Security & Non-Security Update Rollup next
becomes
Windows 7 Service Pack 3

and

Windows 7 Monthly Non-Security Update Rollup year month
becomes
Windows 7 Service Pack 3a

and so on. We would use a common naming to understand what Microsoft

just gives a title of "Convenience rollup update for Windows 7 SP1 and
Windows Server 2008 R2 SP1". What are they going to call their next
convenience rollup (if they have one) in another 4 years, maybe sooner?
"Convenience Rollup Update 2 for Windows 7 SP1 and Windows Server 2008
R2 SP1"? Yikes. And how are they going to differentiate in the naming
of their monthly rollup updates?

"Service Pack numberversion" would be so much easier to reference.
Microsoft already broke their age-old service pack model by requiring
prior service pack(s). They've had service packs that were rollups. So
why not again? They probably have their reason(s) for not naming it a
service pack, like their, um, reasons for naming Windows 10 instead of
calling it Windows 9 or using "Outlook" in the names of multiple
non-associated products and related services. rolls eyes

It doesn't, but do see other thread 'Windows 7 SP1 Rollup Update'.
- in that thread you'll find a fair amount of conspiracy theory from
posters claiming otherwise, but read my replies for the accurate
details. Paul also explained why its not rational for MSFT to include
the GWX installer in a Rollup relative to GWX only being available via
Windows Update, not a Rollup(which is not pushed via Windows Update but
only the Catalog center)
