Default Two Monitors: Task Bar on one and System Tray on other?

Is there a way to split up the Task Bar and System Tray so that one
appears on one monitor and the other appears on the other monitor?

Not as far as I know (unless there's some third-party program that
does it).

The "Sysinternals Suite" allows an extra 3 desktops, so maybe this
might work. I haven't tried what you want though.
