If you start over, by getting the tool from an "en-US" page, does it work better ? I can't imagine the British executable being different than the US one. They would need to download a different ISO, but that should be determine dynamically, rather than relying on what page you got the tool from. http://windows.microsoft.com/en-US/w...-refresh-media Looking at strings.txt inside the executable, it makes reference to ESD USB and ESD ISO. Which suggests the download you get, will have a single Windows image in it, with an install.esd container (encrypted). It self-decrypts and installs, so that's not a problem. It's a case of not uploading it for others to torrent (as Microsoft would have a record of what license key was used to operate that download tool). And the error messages in the strings.txt file make reference to a key, so you need a valid Win8 key to operate the tool. (That means, it should not be accepting the known install-only keys.) The 8.1 update is KB 'smart'. If those KB's are already installed then attempting to reinstall 8.1 on top will fail. If only some of the KB's are present and not others, then the missing KB's will install.
