No. PDF forms may or may not be configured to allow being filled in online
*by the author*. If the author does not choose to mark the form as capable
of being filled in online, blame the author, not the PDF file.

And yes, there are far too many brain-dead forms produced by brain-dead
authors where the file should have been marked for online use.

The default being read only is simply wrong. It's Adobe's fault. Why should an author assume the default is read only? If you want to protect something, every single other format has the OPTION, not the default.

It shouldn't really surprise me, Adobe is a piece of **** company like Apple who do things differently and **** up the world. Morons with more money than sense keep buying their stuff.

Because it's a very useful tool. Does your pdf reader not enable you to
fill in pdf forms? If so, get the free Foxit Reader.

I posted earlier that I learned about adding text comments to a PDF
document. I did not say that I am using Adobe Reader DC.

If you have not updated to the DC version it is significantly faster the
revision X

Irrelevant. The point is the form should be openable and editable by 99% of us. Not those clued up enough to download a new piece of software.

I can only speak for the UK, where only the self employed fill in taxes, and even then not much unless you're getting a spot check.

Apparently in 3rd world USA, every single citizen has to fill them in!

can be copied or edited.

Originally, PDF was used to create documents that could be shared and
printed by anyone, regardless of platform or OS version. The only
alternative was to share a word processing document, which created all
kinds of problems, like incompatible OSs, word processor versions, fonts
that didn't exist on the recipient's computer, and so on.

Since PDF is based on Adobe's PostScript language, it wasn't long before
it eliminated the need for expensive prepress tasks, often saving
thousands (or tens of thousands) on print jobs.

PDF forms that can be filled in have been around for well over a decade,
and are pretty widely used.

Anyone thinking that Adobe's success and market position was a fluke is
badly misinformed.

What? Printers print any type of document quite easily without much money being spent.
