MS Works was discontinued after Version 9, 9/28/2007. There's
some who've kept it and some say that it will run on Windows 10.
But some say it won't. Whatever, it's long in the tooth. It was
never part of the Windows operating system, but often was
included by manufacturers.

It should never have existed. A M$ word processor which created documents which the paid for M$ word processor couldn't read without some technical fiddling.

I'm correct. It usually is, as the authors forget, or the person reading it just has the basic reader and doesn't know how to fiddle with it to make it edit. Acrobat reader is not like a word processor, you can't just type. I've lost count of the number of times a friend or neighbour has had me **** about to get one editable so they can use it.

Yes, but the employer does it. It's called PAYE (Pay As You Earn). Our wage slips show these deductions, but the amount going into our bank accounts is simply the net amount after deductions. We don't have to concern ourselves with the deductions at all. I think if you have two part time jobs something gets more complicated, but only for the employer. I think you have to decide which is the main job (the highest paying one?) and they deduct your total taxes from that one, the other just leaving it alone. I'm just guessing, but it's something along those lines.

Ignorance of the app is no excuse. If the document is editable, it's
still editable whether you know how to do it or not.

I'm not talking about what you can do, what I can do, or what any other clued up computer knowledgeable person can do. I'm talking about the average person trying to fill in a form using their computer which will almost certainly not have Foxit reader or anything else on it.

Mostly people don't have medical expenses, the vast majority of us use the free National Health Service.

As for other things like charities, most of us don't bother deducting. I assume you can apply for a deduction somewhere, if we have such a rule, I have no idea.

In Italy we are going to have medical expenses automatically deducted
too, starting next year.

PDFs were introduced in the fax machine era. You had to print the PDF,
fill in the paper form, sign it manually, then fax it.
Nowadays fax machines are on the verge of extinction, but they kept
using PDFs and made them editable.

Most countries don't have substantial medical expenses like the US, but
for those that do, at least some have automated this process. Charities
can automatically file their receipts too, if enough people donate
enough money to be worthwhile.

What benefit is there is having people fill out paperwork when the gov't
already receives the information they need for the majority of
individuals automatically?
