To enter the CTRL+ALT+DEL key combination at logon, a physical keyboard or a security key that is capable of sending the CTRL+ALT+DEL key combination must be available to the user on the device. Alternatively, the device administrator can display the logon form directly to the user, not requiring the user to enter CTRL+ALT+DEL." I cannot find an article for Windows 8, to confirm that limitation. I expect they did that on purpose, for security reasons, rather than to prevent you from using Task Manager.
