How can i share a fax on windows XP to Windows98 Clients.?

You can't. The Fax service under Windows 2000 and Windows XP is single
user, stand alone; it cannot be shared, nor can it be a client to the MS Fax
system provided by Windows 95/98. It can act as a client only when used
with the shared fax service provided by SBS (Small Business Server) or by
Windows 2003 server.
