Default Hover over title bar defaults to resize, not move

I've been going mad with msstyles. One style, Wisp_VS,
http://www.skinbase.org/rate.php?skins=22770 is causing me some
problems. It sets the default action for the title bar of windows to
resize, not move. I can right-click on the title bar and selecting
"Move" brings up the proper arrows. Is there a registry setting I can
change that will make Wisp_VS windows behave like other windows?
