Default Help and Support

I just went through reinstalling Windows XP Home Edition
on my system and finally got everything back on it and
then I find that the Help and Support does not work from
the Start Menu. Is there a way to turn it back on or
restore this function without starting over. If anybody
can help me, I would appreciate it.

Do you happen to have (and have used) 'EasyCleaner' by ToniArts on the
machine?
If so, this program in it's default state on XP will cause this problem.
The cure in the case of above would be to find the file '????.reg' in the
'ToniArts' folder and run it, then put the word 'help' in the 'exceptions'
on EasyCleaners interface (or not use it).

That is an ini file and it has skip=help which is activated through
the application.
