Default Backing up

I have XP Home edition. I was looking for the Backup
utility in: All program/Accessories/System Tools and it
is not there! How is it possible? While searching for an
answer, I found somewhere a refernce to Control
Panel/Performance and Maintenance suggesting that this
may be the place to set it up. However, there is
no "Performance and Maintenance" in my Control Panel!
What am I missing?

Commercially available backup software is one possibility.
