About a week ago my computer would not start. I had to reinstall windows.
Since then when I start the computer instead of the normal logon screen I
get a black screen that lists two operating systems both of which are the
same but only the top one listed will actually work.

Is there any way to make the black screen go away and the logon screen to
load automatically?

I believe deleting the last line will solve your problem.

Yes,

Start, Run, MsConfig, Bootini, Highlight the Lower BootPath, Click
CheckAllBootPaths, Apply, OK. It will ask Restart, Don't Restart, Check
Restart, You should have a normal boot screen then, this usually happens
when a hard drive is set to dual boot, and one OS is removed. Hope it
helps.

Delete the line signature (55... and change the timeout to 0.
