How is a URL added to the incoming firewall item.

There is provision for Program, Predefines, Port, Custom, but no URL.

Firewalls (in general, and widows firewall in particular) usually deal
with things that have already been resolved to a number (port, protocol,
address) rather than a domain name or host name, doing DNS lookups on
the fly would slow them down too much.

Filtering by names is the sort of thing done by proxy servers, instead
of firewalls.
