Default New volume control pop-in says "chrome.exe"

I'm still on 1809, but I'm getting a slightly annoying "pop-in" that
appears on the screen out of nowhere when adjusting the volume using the
keyboard volume controls. Before the most recent update, it was a very
small master slider that showed the volume control master volume. That
was no problem. Now it shows a much larger screen that includes
multimedia controls (left arrow, pause/play, and right arrow) and the
text "chrome.exe" no matter what program has focus. It seems to last a
little longer before it fades out, too.

Anybody know what's up with that? One might think it has something to do
with Chrome... But it appears systemwide, so that's weird.
