Came up on 5.7.2016 on my Win 7 64 Ultimate as an optional up date. Do
I install?

That patch is "rail grease to grease the rails
for your free Windows 10 upgrade". Do you want
Windows 10 on the machine via GWX ? That's
what it is for. Once '664 is installed, next
will come '583 (GWX), then Windows 10 comes after that.

The '583 is offered, once the '664 logic knows you're
a candidate.

If you install the following software, read the web page
thoroughly and learn how to use it, this will give
you GWX control to prevent or allow Win10 entry by
July29,2016. You have nothing to fear from '664 and '583,
when using this. After July29,2016, when the free upgrade
program is finished, you should again have nothing to
fear from Windows Update.

My configuration inventory inidcates I never installed this. It has
this note:

Updates for Windows 7 (KB2952664) — used to upgrade to a later Windows,
also “calls home” with user data (more than one version of this update
released)

Thanks to all. Mike - very strange but in the "spirit" of Win 10 it is
understandable.

Not necessary but if 3035583 is not installed it only provides outbound
telemetry to MSFT through the Customer Experience Improvement Program.
- if CEIP is disabled installing 2952664 is harmless

i.e. it needs 3035583 and the CEIP to perform its design task.

Particiation in the Windows Customer Experience Improvement Program
means collecting data on how you use your PC and sending those data back
to Microsoft. That is snooping, politely called "call home" telemetry.
